What is a Home Equity Loan

A home equity loan, also known as a second mortgage, can take various forms such as cash out refinancing, property equity financing, or mortgage equity withdrawal loan. Regardless of the name, the common feature is that you offer your home as collateral. As you pay off your mortgage, you build equity or ownership of your home, and a home equity loan means borrowing against that equity in your property.

How Much Can I Borrow Against My Property?

Property Value and Outstanding Loan

The lender will consider the current valuation of your property and any outstanding housing loan.

Loan-to-Value Limit

The total amount secured against the property must remain within the applicable LTV limit. CPF monies used for the property may also be taken into account when determining how much additional equity can be withdrawn. MAS confirmed in 2026 that outstanding property loans, the equity withdrawal amount and relevant CPF monies are considered when applying the LTV rules.

Total Debt Servicing Ratio (TDSR)

Your total monthly debt repayments generally cannot exceed 55% of your gross monthly income.

Credit Assessment

The final amount and interest rate will also depend on your income, age, credit history, property type and the lender’s internal assessment.
TDSR exemption: The TDSR framework generally does not apply to a mortgage equity withdrawal loan where the total LTV does not exceed 50%, although lenders will still conduct their own affordability and credit assessments.

Example: How Much Can You Potentially Borrow?

Items
Amount
Current Property Value
$1,500,000
Maximum Financing (75% LTV)
$1,125,000
Less: Outstanding Housing Loan
($500,000)
Estimated Maximum Cash-Out
Up to $625,000*
*The final amount may be lower after taking into account CPF funds used for the property, your income, credit profile and the lender’s assessment.

What Costs Should I Expect?

While home equity loans generally offer lower interest rates than unsecured loans, there are additional costs to consider. Understanding the total cost upfront can help you decide whether a home equity loan is the right financing option.

Interest Charges

You'll pay interest on the amount you borrow. The interest rate depends on the lender, your financial profile and whether you choose a fixed or floating rate package.

Legal & Valuation Fees

A lawyer will need to prepare the legal documents, and the lender may require an independent valuation of your property. Depending on the lender and property, these costs can amount to several thousand dollars. Always request a full fee breakdown before accepting a loan offer.

Processing & Administrative Fees

Some lenders may charge application, processing or administrative fees when your loan is approved. These vary by lender and should be factored into your overall borrowing cost.

Early Repayment Fees

If you repay or refinance your home equity loan during the lock-in period, early repayment or cancellation charges may apply. Check the terms carefully before committing.

CPF Considerations

If you previously used CPF savings to finance your property, this may affect how much equity you can withdraw. In addition, CPF savings generally cannot be used to service a home equity loan, so you should ensure you are able to make the monthly repayments using your own cash flow.

Tax Considerations

If the loan is secured against an investment property and the borrowed funds are used to generate taxable rental income, certain financing expenses may be tax deductible under IRAS rules. As every situation is different, you should consult a qualified tax adviser before relying on any potential tax benefits.

Is It Worth Taking a Home Equity Loan?

Whether a home equity loan makes sense depends on how much you intend to borrow and what you plan to use the funds for. For larger loan amounts, the lower interest rate can often outweigh the one-off legal and valuation costs. However, if you only need a relatively small amount, these upfront costs may reduce the overall benefit.
